Signing Ceremony of the Non-Sovereign Loan Agreement between the Asian Development Bank (ADB)

On the afternoon of December 9, Binh Duong Water – Environment Joint Stock Company (Biwase) held a signing ceremony for a non-sovereign loan agreement with the Asian Development Bank (ADB) and the Japan International Cooperation Agency (JICA).

According to the contract, Biwase will receive a concessional loan of 20 million USD. This comprises 7 million USD from ADB's ordinary capital resources, 6 million USD from the Leading Asia’s Private Infrastructure Fund (LEAP) administered by ADB, and a parallel loan worth 7 million USD from JICA. The funds will serve the project to build a composting plant with a capacity of 840 tons/day and a waste incinerator with a capacity of 200 tons/day featuring 5MW power generation. Upon completion, the project will have a sorting capacity of 2,520 tons/day to separate and recycle organic fertilizer; the remaining waste will be incinerated to generate heat for 5MW of power

Mr. Nguyen Van Thien, Chairman of the Board of Directors of Biwase, stated that the Waste Treatment Complex currently receives over 2,500 tons/day of municipal solid waste and over 300 tons of industrial waste. After three capacity upgrades, the separation and classification of organic waste for composting has reached a current capacity of 1,700 tons/day, with an incineration capacity of 200 tons/day.

 

Attending and witnessing the signing ceremony were Mr. Mai Hung Dung, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial People's Committee; representatives from ADB and JICA; and leaders of various provincial departments and agencies.

This capacity expansion project will achieve a screening capacity of 2,500 tons/day, ensuring 100% of municipal solid waste is sorted and recycled into organic fertilizer. The 200-ton/day incinerator will utilize waste heat for power generation, contributing to the reduction of landfill volume. Amidst rising inorganic fertilizer prices, Biwase has made efforts to produce affordable organic fertilizer to supply the Southern regional market.

 
Speaking at the ceremony, Mr. Mai Hung Dung highly appreciated the agreement between the parties and requested Biwase to utilize the capital effectively. He noted that this project is well-aligned with the province's sustainable development orientation regarding environmental protection
