The restructuring is carried out with the goal of streamlining the management apparatus, optimizing labor productivity, and reducing operating costs. This is a strategic solution to ensure revenue stability and protect profit margins in the context of delays in the roadmap for water price adjustments. Through this, BIWASE is committed to maintaining its growth momentum, striving to sustain a 13% dividend in 2026, and ensuring business results are not lower than in previous years.
At present, Binh Duong is a typical locality that has achieved a 100% separate wastewater collection rate thanks to a pipeline system that directly conveys wastewater to four treatment plants, while many other areas have not yet completed synchronized infrastructure. Previously, residents in the area were not required to pay domestic wastewater treatment fees; they only paid an environmental protection fee at a rate of 10% of their monthly clean water bill. This fee is significantly lower than that in neighboring localities. After collection, BIWASE regularly remits the funds to the State budget to serve the needs of investment and development in the environmental sector within the locality.
Nevertheless, BIWASE continues to ensure the stable operation of wastewater treatment plants, commits to 24/7 customer support, and promptly handles all drainage incidents for households.
BIWASE’s operational model is a typical example of a circular economy, focusing on maximizing resource recovery from waste and ceasing the landfilling of domestic solid waste since 2023. This strategy includes three main circular loops.
First, municipal solid waste is fully treated following a circular approach, in which organic waste is recycled into biological organic fertilizer (Binh Duong “Elephant” fertilizer) at four large-capacity plants, while a portion of the waste is incinerated to recover heat and generate electricity.
Second, sludge and wastewater are also circulated: inorganic sludge is recycled into construction materials (fired bricks, recycled concrete), organic sludge is used as fertilizer, and wastewater is treated using advanced technologies for reuse.
Finally, ash and slag from waste incineration are further processed into construction materials such as non-fired bricks for pavement.
The application of this circular model not only helps Binh Duong comprehensively address its waste problem but also creates dual revenue streams from waste treatment and the sale of value-added products (fertilizer, electricity, and construction materials).
