Attending the Inauguration Ceremony were Mr. Nguyen Minh Triet, former Politburo member and former President of Vietnam; General Le Hong Anh, former Politburo member and former Permanent Secretary of the Party Central Committee; Mr. Nguyen Van Loi, Central Party Committee member, Secretary of Binh Duong Provincial Party Committee, and Head of the Binh Duong National Assembly Delegation; Mr. Nguyen Tuong Van, Deputy Minister of Construction, along with a large number of current and former leaders of central ministries, departments, and agencies; provincial leaders; leaders of water supply and drainage companies; sponsors; and suppliers of materials, equipment, and technology both domestically and internationally. With the increase in sorting, recycling, and waste treatment capacity to 2.520 tons per day, and the commissioning of the 5MW waste-to-energy plant (entirely researched, designed, installed, and operated by BIWASE's technical team, mastering the technology), BIWASE has become a shining example and one of the leading companies in this field in Vietnam.
The total investment for this phase is 835 billion VND, equivalent to 34.418 million USD. The value of the organic fertilizer plant is 364 billion VND, equivalent to 14.9 million USD; the value of the waste-to-energy incinerator is 471 billion VND, equivalent to 19.4 million USD. Of this, JICA and ADB provided loan support of 20 million USD, equivalent to 480 billion VND; the Vietnam Environmental Protection Fund provided a loan of 52 billion VND (for purchasing vehicles); and VietinBank supported a loan of 120 billion VND. The remaining 183 billion VND came from the company's development investment.
At the ceremony, Mr. Tran Chien Cong, General Director of BIWASE, introduced the 20-year journey of constructing and developing the Binh Duong Waste Treatment Complex (since 2004) despite difficulties in capital and limited experience in waste collection and treatment. Thanks to the leadership, direction, and timely support of Binh Duong provincial leaders, central agencies, and relevant sectors, along with the determination and responsibility of the company's leadership, they established a temporary landfill to receive waste, along with a leachate collection and treatment system. This prepared them for the comprehensive waste treatment process, focusing on circular methods in the future. The leachate collection and treatment system ensure that leachate does not affect groundwater sources. BIWASE gradually reduced landfilling by transitioning to methane gas recovery for electricity generation (2013), combined with recycling and organic fertilizer production.

"BIWASE has multiple lines and types of waste treatment to adapt to the diverse development realities of the local area. From there, BIWASE refines its experience, perfects its model, seeks suitable technology, and focuses on recruiting, training, and developing human resources. It proactively designs, masters the technology, and operates it as it does today," Mr. Cong said.

In his speech at the inauguration ceremony, Deputy Minister of Construction Nguyen Tuong Van highly praised the leadership, engineers, and workers of BIWASE for their pioneering role in research and their proactive approach to overcoming challenges in perfecting a waste treatment model focused on circular processes, turning waste into resources, and mastering the technology. He highlighted that this significant and important project contributes to the industrial and urban development of Binh Duong while protecting the environment.

Vietnam currently has 902 urban areas that generate 60.000 tons of household waste daily, but only 42% of this waste is collected and treated. By 2025, waste treatment and recycling must reach 90%. The success of BIWASE’s engineers and workers in researching, installing, and operating the 5MW waste-to-energy plant, along with the production and recycling technology lines, provides an opportunity for other localities to learn, research, develop, and transfer technology. This will contribute to environmental management in a circular manner and promote public awareness and environmental protection.
On behalf of Binh Duong provincial leadership, Mr. Mai Hung Dung, Permanent Vice Chairman of the Provincial People's Committee, expressed confidence that Binh Duong is on the path of industrial and urban development, attracting investment, with workers from across the country moving to the province. This means that the amount of waste will increase in the near future. Building on the achievements, BIWASE will continue to research and develop environmental technology in a circular manner, turning waste into resources, contributing to environmental protection and sustainable development.
On behalf of BIWASE, Mr. Nguyen Van Thien, Chairman of the Board of Directors, expressed sincere thanks to central and local leaders, partners, and clients who have always supported, helped, and shown concern for the company’s development.
